This is a very old rule, prevalent in the Army. Please see this iconic painting of the family of CHM Chhelu Ram of Rajputana Rifles who was awarded a posthumous VC in World War II. His father, wife and son went to UK to receive the award. His son is shown wearing the VC on the right of his chest.👇
